Stormcutter procs become targetable when triggered by talent

When used for a normal/bump attack, Stormcutter's proc (100% chance of dazing chain lightning) behaves as normal. If you use an attack talent instead (or I think if you use a talent to break saw wheels), the procs are targettable instead. This is honestly more annoying than game-breaking, but I guess there's the possibility of focusing damage on a boss or other tough mob instead of the crowd around them.
