Bone shield regen on world map

When I rest on the world map, my Bone Shield does not regen (and thus resting does not end?... it got up to 1370 turns before a ziguranth patrol happened by). Should it?
it probably has something to do with the fact that you cannot activate or deactivate things in the world map.
although, i remember deactivating a psionic shield by editing my points. not sure if it was fixed or not.
you can just visit dearth or something.
