Just learned the Electricity talent at level 1 - the talent description says you get a schematic at level 1, but I didn't get one. Haven't found any schematics for this talent yet.

Can confirm, tried it with multiple sawbutchers and never received a schematic on 1/5 of electricity, unlike with the other crafting talents.
