[1.4.3] Arcane Combat consumes mana!

I'm running an arcane-blade like adventurer in insane mode with one hand weapon and shield, and noticed Arcane Combat consumes mana whenever a spell proc from a melee attack. It might happen after my character died once, but not sure about it.

it's intended yeah
what it doesn't do is put the spell on cooldown though!

arcane combat always consumed mana, never put anything on CD.
the new feature in 1.4, is the ability to chose a specific spell, or just random of all available.
