The talent fails to apply any of its effects, and as points are put into the talent, all effects in the talent description stay red.

Alright, so, upon further testing, the effects are being applied. I don't know why the talent text is red.

I tested it by grappling myself and observing the status and seeing that my spells were made unusable by the silence effect. This led to another realization that may count as a bug or unintended behavior: when grappling yourself, you are able to perform a Take Down on yourself to generate the AoE effect (you are still not affected by Take Down's damage, as usual, even when you're the target). Hilariously enough, you can also Hurricane Throw yourself. As long as you don't target the throw at an enemy, you actually maintain the grapple upon landing and can still perform a Take Down on yourself.
