Actionbar changes when casting a spell

Hello,
when I try to cast a spell the hotkeys of my actionbar change. For example I have Fearscape Shift on "e" and when I press it the game seems to switch all my hotkeys while I select the target of the spell. When I finished/stopped casting it goes back to normal.
How can I disable this or configure the hotkeys of this "cast actionbar" so I can match them to my normal ones?

isn't e the button for equipment?
did you mess with the hotkeys before?

"E" was just an example it doesn't actually matter which key I press(just clicking is enough) as long as I start casting a spell the hotkeys change while I select a target. Also I changed my wear equipment and all other conflicting hotkeys to something else.

(now it feels like it could be moved tot he bug section but...)
do they move completely randomly, or is there a pattern? is there any constant, other than that they do change?
... sooo e changed to shift4...
c and sc changed to s1 and s2...
they do seem to ... sort of continue with the same numbers... but the first 3 talents stay as 1, 2 and 4...
machine, system, steam or not, tome4 version?

The "casting actionbar" is always the same first 15 keys 1-5shift1-5ctrl1-5 then different c variants and empty hotkeys(no shown keybinds). This doesnt change even if I change the keybinds of my normal actionbar. Also the casting actionbar is not identical to any actionbar when I scroll through them via PageUp.
I bought and play it with steam(with the dlc) though I played the free version for a bit before that and I just tested it there and I have the same problem. Version is 1.3.1.
Playing on windows 7 32-bit with an AMD Radeon HD 6870 and processor Intel Core i7 CPU 860 @ 2.80GHz hopefully thats correct just copied it.
EDIT: Well I continued playing and it just fixed itself though I have absolutely no idea why. I finished Lake Nur and somewhere between speaking with this sheratul ghost butler and entering Derth it got fixed. Strange since yesterday I already managed to beat Lake Nur for the first time and still had this problem. Just restarted ToME and tried it on a different character and it is working correctly now. Thank you anyway for the help

the only thing i can say, is that perhaps steam version is conflicting with nonsteam version?
although, i myself have... 3 different versions, and i never noticed any problem because of that, although, they are all non steam. and one of them is not actually tome...
when you cast a spell, it does come back to normal right?
so it doesn't actually affect game play besides just being weird... still. someone capable should take a note of it.

Put this in Bugs. I don't think many people use non F keys as hotkeys.

What if you scroll through different bar settings by PgUp and PgDn keys? Do they look similar to what you get while casting?
There should be five or so different bar settings and scrolling through them should bring you back to original ones.
Moving this to bugs even though it's resolved. Might want to check into it.

Also yes the actionbar returned back to normal after I casted / stopped casting the spell, but what might be interesting is that if I stopped casting the spell I had to wait 1 turn to get it back to normal. When I casted the spell it was back to normal without the 1 turn delay.
