The item effect states the following:

talents cooldown: Attenuate (-1 turn) Stop (-2 turns) Time Shield (-3 turns) Time Shield (-3 turns)


You see.. in reality this staff reduces Time Shield's cooldown only by 3. I don't know what the 2nd Time Shield CD reduction does. Maybe it's another skill's cooldown that is reduced by the staff, and only the effect description is wrong?

There are two Time Shield talents, one in spells/temporal and the other in chronomancy/stasis. The staff affecs both of them but they're technically different talents despite having the same name so it's listed twice on the artifact.

Ah I see.. that was kinda confusing. I didn't know it affected the time shield talent of archmages too. Thanks for the explanation.
