Drown with Air in Lungs + Rest on Bubbles Weird

So this happened on my Oozemencer the other day. Basically, I started to drown, took damage and then moved into bubbles to get air back but still continued to have the drowning debuff for whatever reason 
Also, this only happened because resting on bubbles was really random, some times I actually rested until the bubbles dissapeard (which is what should happen) but other times, even though I was 100% standing on bubbles, the game was like "you cannot rest here because you are suffocating" which I didn't realize was happening because I obviously thought this would always work and not like 50% of the time
