[1.3.1] Nature's Balance rounding error

Nature's Balance rounds up the tier of the talents it affects in its description, but not the code itself - for example, with 3 points invested as a Summoner or Wyrmic, the talent will claim to reset the cooldown of tier 4 abilities, but never will because it's checking 3.6 instead.
