This one's going to seem a little silly, all things considered, but...

IF you are playing a Cursed without any of the skills that cause a Rage bar to appear on the UI, all healing is permanently halved.

I know I can invest a single point to get a rage bar but this is actually an issue for my main Cursed build if I want it, like Baby Bear, juuuuuuuuuust right.

Pretty sure that's not actually a bug. Check the description of the unnatural body talent -- that's what causes afflicted to have the passive 50% healing modifier. It just doesn't cause the hate meter to kick on.

Depends on how you define it. I think that if it's a vital part of the class, considering I'm doing things that should raise the hate meter in the first place, I should always have a hate meter.
