[1.3.1] Ogre proc penalty on primary weapon

Current your main hand weapon also has proc damage cut by 50%, not just off hand damage as claimed. Tested by creating a 2h weapon with 100 fire damage on hit and then smacking training dummies; damage goes down to 50 fire when an offhand weapon is equipped.
