[1.3.1] Fearfire Mantle not increasing talent mastery

When I equip the Fearfire Mantle (+.2 Corruption/Fearfire Mastery) on my Shalore Doombringer, I get no bonus to Corruption/Fearfire.
Edit: Restarting yesterday didn't change anything, but after restarting the game today, the bonus is working properly now. Weird.
