Chat channel keeps defaulting to "global" instead of "tome"

For some reason, my chat keep switching to "global" everytime I switch character or restart the game. I manually switch to "tome" chat through the chat dialog, but it reverts back to "global" again. I noticed this while start-scumming on Insane difficulty.

I unbound the "change channel" hotkey, so that shouldn't be the cause. I'm playing on Windows 8.1 through Steam.

I've noticed it doing the same thing to me sometimes too. I'm using it on Ubuntu 14.04.1 LTS It happened on both steam and non-steam versions.
