Telepathy: Dragon doesn't work

I equipped an item with Telepathy: Dragon in Vor's Armory while clearing the room of death. I couldn't see any of the dragons in or out of the vault, unless they were directly in my LOS.

Vaults have telepathy proof walls.

It didn't work in the non-vault areas. Telepathy:Orc worked.
