Cultist event for Doom Elf unlock is not working as intended

I am fairly certain that the Cultists/Monolith event is not correct. It isn't bugged per se, as I believe the code is probably functioning properly. However the believed 10% chance per floor they can be, on a total of 12 floors, does not end up with intended ~72% chance to see them on a run. I believe the cultist event code actually uses the percentage chance to test if they should appear in the zone at all. This ends up with the actual likelihood being closer to around 34%.

I did extensive testing to see if this was right but I am still becoming accustomed to lua and the actual codebase of the game so id anyone wants to make sure of this please do.

Okay, Darkgod is giving us a gift. Every rose has its thorns, everything from Darkgod is going to kill you. This update will probably include buffing Sassy to unkillable levels, Walrog respawning every floor in a water level (including Murgol's Lair), Harkor'Zun spawning each time a fragment is killed, and Melinda's babydemon leaving the crypt early and joining the Sorcerers as a level 100 bonus boss. But at least it isn't 1.3.
