Frost Alchemy: Ice Core phys resistance

Phys resist as displayed on the character sheet does not match Ice Core's tooltip. On my 35 alchemist, with all gear removed, it advertises 20% phys resist but only seems to grant 12%. With all gear it advertises 32% but grants 19%.
