Demon Seeds % chance

doesn't appear to be working correctly on elites/rares/uniques, I've hit ~30 or of these enemies with it and only affected 1-2 max.

It seems to be working for me. My level 12 character currently have 15 demon seeds in his inventory.
Keep in mind that you need to hit your target with two separate attacks before the % chance is checked.

Its very strange in my first playthrough.
I plant and collected over 10 demon seeds at searing hall.
but my second,third playthrough I collected only 2 demon seed.
(It seems first one is guaranteed and another one is from boss)
I used demon seed ability first to every enemy.
is it just coincidence?

Did you have cheat mode on? That greatly increases the demon seed chance.

no I did not.
