[1.2.3] Elemental Discord not applying sustain cost

Elemental Discord has a listed sustain vim cost of 30 vim. However, I have noticed that this cost was not applied to my Reaver character. My max vim stayed at the same value with Elemental Discord applied or not. Unless Elemental Discord is not supposed to have a sustain vim cost, in which case its tool-tip is incorrect.
