the sustain effect of the tier 4 reliq is that it gives you resistances and stuff, but it "may" confuse you. i have 100% confusion resistance on my char and still i got confused from the sustain effect. >_<

I'm pretty sure it's intentional, as it's been like that since the artifact was created.
