[1.2] Alchemist Living Lightning semi-triggers beyond range

I just earned and activated Living Lightning on my alchemist, and it seems to trigger the animation and the roll for critical spell surge at a much larger range than the 2 radius described in the talent, though it doesn't record or do any damage outside of that range, or trigger on_spell or on_crit effects.
