Second hotkey row doesn't work on Classic UI

If the icon size is above 53 (ie: 54-64) the second hotkey row, if enabled, doesn't work on the classic UI. It might have to do with the resolution so I can tell you I'm running the game on 1920x1200. If I enable 3 rows the upper 2 works while the bottom one doesn't.
