Arcane Vortex tooltip/damage inconsistency. Also can't crit.

The tooltip for Arcane Vortex states the target should take "150% more arcane damage" if no enemies are within range to be hit by the beam the skill generates. Instead, the damage increase is +50%, for a total of 150%.
The fact that Arcane Vortex does not crit also renders the skill increasingly useless as you progress through the game; would it be possible to allow for this skill to have critical effects as well?
