(1.04) Steam. Cannot deposit items into vacant Item Vault

When attempting to use the Item Vault for the first time and subsequent times I only ever get the message:
"Error when transferring <item name> to the online items vault, please retry later"
I understand this is the message returned when there are no vacant slots but I have no items in the vault and have purchased via Steam so understand I should have some vacant slots to use.
I have purged my Cloud Saves, as directed within a sticky thread in the Steam forums as a necessary workaround for item vault bug. The message remains the same after purging.
