ToME: the Tales of Maj'Eyal

The temporal storm (or whatever it's called… does damage over time) skill doesn't work. It does zero damage and doesn't actually activate. It goes on cool down when I attempt to activate it but it doesn't spread out as per normal nor does it do any damage. Also, when I linger the cursor over it, it actually says it does no damage.
