1.1.3 Light of Foot has no effect on stamina regen

Twice now, I have gotten Light of Foot as a Sun paladin escort betrayal reward, and both times, I noticed that it had no effect at all on my stamina regen.

It doesn't give you any extra stamina regeneration. It restores a certain amount of stamina each time you move (by walking), though there is no game log message.
