ToME: the Tales of Maj'Eyal

I'm on High Peak 10 for the first time I've reached a roadblock. There's a portal to the sanctum here that doesn't seem to be operable which I believe is a bug.

Is there something that I'm missing, or am I experiencing an actual bug?

The use Orb of Many Ways (and yes it could be more explicit :/ )
