[1.0.4]Blocking + Swift Hands

If you have Swift Hands, Block is not on cooldown, and you switch from a shieldless configuration to wielding a shield, then Block goes on cooldown.

If, however, you have previously used Block on the shielded configuration, and you then switch weapons while it is still on cooldown, the game remembers the length of the cooldown, and you get the shortened cooldown if you do something and then switch back ... as long as the cooldown for Block has not expired.

Example: You have a Voratun shield in your offslot and a staff in your main slot. You switch from the staff to the shield instantly using Swift Hands, and the cooldown on Block is 4 (the full cooldown - three turns plus the current turn, since switching did not take a turn). Rest until the cooldown on Block has expired, use Block, and then switch weapon configurations to Staff. Do something else that takes a turn, and switch back. The cooldown on Block is 1.

Either Block should not go on cooldown at all when you have Swift Hands, or it should go on its full cooldown every time you switch. The former seems more consistent with the game's usual behavior when equipping activable items with Swift Hands.
