Not a rare. No artifacts (it dropped gold only.). And no egos I know of give this as an activation. Line in log simply reads:

[LOG]	Skeleton master archer casts Arcane Vortex.

.....The hell?

Turns out there's a new bow ego ("Runic") which casts Arcane Vortex on it.

You dont have the savefile anymore by any chances ?

Savefile, yes, but way past the point it occured at. But no bug here, since there's a bow ego granting it.
