[1.0.5c] Mindstar mastery

Are we not allowed to purchase this now in 1.0.5c, if we have psiblades already, as in an oozemancer? I thought we could purchase it and gain extra talent points, like 0.3...
How much money do you have?
I think the dialog only appears if you have 750 gold on you and Mindstar mastery is below 1.2.
