[1.0.4] non-magic NPCs given mana regen infusions

NPCs who have no talents that use mana are randomly given mana regen infusions.
I noticed this on my necrotic minions first, when armoured skeleton warriors sometimes get mana regens.
This should be prohibited, so that they have a chance at getting shielding or phase door, or attack rune.
