Maybe not really a bug, than a user interface issue.
Some of the races' description on the new character screen uses more space than available, creating a scrollbar.
Trying to get the mouse cursor to hover in that box to scroll down requires moving over the class column, replacing the race description with the class. So now you actually have to move you mouse AROUND the window just to get to the part you really want to see, namely the stat bonuses, exp penalty and life per level.
