[1.0] No cat point at lvl 10

First time this has happened to me - playing a cornac mindslayer who didn't use their free cat point (was planning on unlocking two of the lvl10 categories) - got to lvl10 and still only had 1 cat point. Definitely had one before I leveled, still only have 3 inscription slots and no boosted categories. Very frustrating.
Edit: Restarted and levelled another cornac mindslayer to 10, didn't get the same issue - 2 cat points as expected.
