Basically this talent is a 1 point unremovable malus, with no upside whatsoever. It hasn't healed me once, and I've had it maxed as early as it was possible to do so, I'd have noticed a 9-10hp/turn regen.

It's not a proper regen, it's more like 5 small heals over 5 turns. You kill stuff and you get healed, you should see yellow numbers coming from your char, if you don't, then... yes, it doesn't work.
