[RC3] RoR still appears on hotkey list with option disabled

I disabled the option to permit activation items being automatically added to my hotbar whenever I pick them up, but the Rod of Recall still appears there on pickup. I don't know if this is intended or not, but it seems unnecessary to put it on the hotbar for anyone who has this option disabled.
