RC1 - Forgot to set the DLC status on Item Vault

Pretty much as per title. The addon's auto-active, because instead of
DLC = 5
you've got
--DLC = 5
commenting out the DLC part.

Thios way people see the items vault in the fortress but it'l ltell them to donate.
