[b43] Tooltip on sustained talents isn't refreshed

When leveling up, sustained talents are momentarily deactivated and reactivated so that their bonus are recalculated. However, the tooltip on the sustained talent's icon (on the right hand side of the screen under the minimap) is not recalculated, and shows the old values.
The sustainable talent's icon on the hotkey bar at the bottom of the screen (if any) is recalculated and shows the updated values.
