[SVN] arcane psionicist's rings

In the current SVN, psionicist's rings are arcane powered. Seems a bit strange, they give bonuses to WIL and mental save, and psionicist's are zigur friendly folk.
I don't think they're thematically particularly friendly to Zigur in general, they just can be.
Having said that, yeah, that sounds like a small oversight in copy/paste or something. They clearly should be powered by Psionic.
