ToME: the Tales of Maj'Eyal

This has happened twice to me so far. After clearing the town of air elementals and going to Zigur to access Tempest's peak, the leader will give her little speech and then do nothing. Further attempts to talk to her are fruitless and she behaves as though the quest were inactive. Checking the quest log, it will tell me that the quest has advanced... but again, nothing has happened.

I unlocked Angolwen earlier in the game and went to it... Does that have any bearing on the bug?

Is the entrance to tempest peak not appearing just north-east of daikara, in that same little cubby area? Unlike the magetown version, you don't get instantly transported to the peak. There's actually an entrance on the world map created, which you must go and enter manually.
