[b43] Character creation description panel doesn't scroll

Using the 9/7 daily build with the data files from the 9/8 gitorious master tarball, the description panel (rightmost panel) of the character creation screen no longer scrolls. This cuts off the life and experience modifiers of the races and classes with long descriptions. A larger window or more concise descriptions would be ideal fixes, but scrolling is a good second option.
