[b42] Constant Menu Lag

When ever I play the menus are very laggy. It takes several seconds for the game to register my mouse moved.
My system specs are:
Windows 7 64-bit
Intel Core i3 530 @ 2.93GHz
4GB DDR3 RAM
ASUS EAH5770
I've tried playing around with the video options but every combination didnt do anything to improve performance.
Another bug I found was telling the game to use my normal cursor didnt change anything at all.
