[b42] tooltips not always updating

I can provide screenshots to show this, but I'll just explain it for now.
Tooltips sometimes don't update to for the currently highlighted item. I often see this in the levelup dialogue. For example, "Str" may be highlighted, but the tooltip still shows information about a talent. The converse may also be true: a talent is highlighted, but the tooltip shows Str. I've seen this behavior other places too.
