If you try to scroll the screen to the right by bumping the right edge of your screen with the mouse pointer while targeting a spell, the screen won't scroll to the right as it did in previous versions.

I noticed that too.

Has there been any update on this issue?

I've had some problems scrolling down like this.

Have you tried moving the mouse to a part of an edge that a UI element isn't anchored to?

I have. It seems to only be the right edge of the screen that has this problem.

I have noticed that this scrolling issue appears on certain video resolutions. My monitors default resolution (if it is related) is 1920x1080, and on game resolution 1600x900 I can scroll on all edges, while on game resolution 1920x1080 the game wont scroll on the right edge.

If it helps I'll list you some resolutions and their effects. Windowed vs fullscreen doesn't change anything.

Also if its just related to my computer I'm running windows 7 64 bit, with a Geforce GTX 480.

i haven't tried all the resolutions but i can say in 1366x768 bottom broke
