[b41] Level Up Screen Bug

Two items, somewhat related to one another:
-a certain bug: prevents the talent screen from scrolling all the way down. It is possible to miss at least one full talent tree. They can be made visible by scrolling down as far as it will go and collapsing talent trees above.
-a possible bug: opened and collapsed talent trees are not remembered from one use of the screen to another. Not critical, but annoying.
