Blocking causes Off-Guard effect

As I understand it, when you use a shield to block your defense goes down so that the enemy can hit you, then you can counterattack. An odd mechanic, but I understand it. However, when you do that you are now subject to the problems of having a low defense, in this case the Off-Guard cross-tier effect.
I had run a test character for this, who had a 25 defense with a voratun shield, and brought him against a 28 accuracy rare snake. I also gave myself lots of HP for this character so that he wouldn't die during the test.
I walked up to it and waited a few turns. Got poisoned a few times, along with some other unrelated detrimental statuses, but no Off-Guard. As soon as I used the Block talent, my defense went to 0, and the snake inflicted the Off-Guard status. Defense going to 0 was expected, but the cross-tier effect that went with it was not.
It seems a bit strange to me that if you bring your shield to bear you'd be less guarded than if you had just been standing there doing nothing.
