[b40] Offhand mindstar does half damage. WAD?

I've heard that mindstars aren't supposed to suffer from the off hand penalty, but mine certainly do. In the character sheet, a mindstar does half the damage when moved to the off hand, and the character sheet always shows the offhand mindstar doing half the damage of the main one (given similar mindstars). WAD?
