It only does the base physical damage.

I think the normal mindlash damage is applied first, and if that is sufficient to kill the enemy, it doesn't bother with the conduit damage.

Obviously I tested this on enemies that weren't getting killed by the initial Mindlash damage.
Still broken in b40.

Mindlash applies Conduit damage when you are wielding a gem or mindstar as your psionic focus, but not when you are wielding a weapon. This seems appropriate to me, though the descriptions should be updated if this is intended.
