Bug on movement speed

permanent increase/decrease movement speed bug:
when a char is in a status(buff) of increased movement speed(movement infusion or other talent that temporary increase movement speed), if a boot that increase movement speed is equipped during the buff(or decrease the talent level of the skill that affect movement speed) ,at the end when the buff is gone then char's movement speed will be permanentlt decrease.
the bug works other way around,if a boot that increase movement speed is unequipped during the buff (or increase the talent level of the skill that affect movement speed), when the buff is gone then char's movement speed will be permanentlt increase.
the bug is found as it affect the talent step up--the effect dose not last a full turn for unknow reason.
