[b38/OSX] Character sheet numbers seem low

I'm running a Dwarven Archer (sling) and I've been checking my character sheet when I switch gear or activate talents just to see if I'm getting what's advertised. Something is off.

Aim should be giving me +13 accuracy and damage, but I only see +4 or +5
the artifact Scalpel should give me +20 accuracy but it only shows about +7

Even things like leveling up is affected. Bumping the combat accuracy skill should have given me +6 accuracy and I only see +3 on the character sheet. Is it a display issue, a matter of really not getting full values, or some tricky internal calculations that limit how much power we're allowed to accumulate?

0-20 for all such things cost 1 point each, 21-40 2 points each, 31-60 3 points each etc.

so if you have 25 accuracy and add +6 accuracy gloves, you'll get 28 accuracy

Accuracy, Defense, Powers, and Saves have diminishing returns. For each 20 points, it takes an additional +1 bonus to raise the actual value by 1. For example, when you're talking about Aim and Scalpel you have accuracy between 40 and 60 because it's taking 3 points of +accuracy to raise your actual accuracy by 1, and when you talk about Combat Accuracy you have accuracy between 20 and 40.

Yeah, not a bug. It's the way that accuracy/defense/power/saves work. Every "real" point is worth one "actual" point until you get to 10. Then you need 2 real points to get one actual point. Goes up by 1 for every 10 points. The advanced tutorial goes into explaining this somewhat. Frankly I think the system is too confusing.
