[b38] Conduit+Mindlash = broken game

As previously reported in
b37 and
b36, Conduit's bonus damage always applies when it's carried by Mindlash, even when Mindlash itself fails due to your target being 50 squares away. This allowing you to (very slowly) nuke the whole level from the stairs.
