[b38] Menu unlock toggle doesnt work if an icon is behind it

I'd been hit with a nasty string of diseases that pushed my status icons behind my menu list. To see what the diseases were, I had to click the unlock icon, but I couldn't click the unlock icon while there was a status effect icon behind it.
Similarly, I can't get the standard "move/resize/return to default" tooltip when hovering over the movement icon on the unlocked status icon bar.
